That's what I was think too. I've seen lots in that state.

Well, Campagnolo implemented changes to comply with the CPSC in 1978, but their proposed changes for bicycles go back several years prior to that. I first recall seeing them circa 1973/1974. Some brands jumped on some of the changes right away, while others held out as long as they could. I believe the CPSC itself actually goes back to 1972.
