I'm really not sure. Someone like T-Mar would know. It's possible it might have been less expensive to construct than a full aluminum frame, with the main tubes serving as a marketing ploy - it's lighter! Or maybe all aluminum construction was suspect at the time, so bonding to steel lugs and stays was considered more durable.
