Umm... I met a guy in Taipei who was from Seoul. He was riding with a group of locals and had a gorgeous bike. He said this was his last hurrah before going into mandatory military service. I didn't get the impression that there was a big fixed scene in Seoul, but there was a sizable language barrier.
