Secondhand and around 3 years old and 50% of the retail is what it would be worth in good condition. So I reckon $600 would be the price for it. Especially as the seller is the 2nd owner. He would not have paid anything like retail for it. And the modifications may have been necessary to replace the worn out parts made necessary with use. They count for nothing.
3 year old bikes and it doesn't matter whether it is 9 or 10 speed. They both work and in fact I would prefer 9 speed- but that is me personally. In fact as it is ONLY 9 speed- cuts the bargaining price a bit.
So $600 and if you don't get this one- a better one for the same price will come along. Just might have to wait a bit for it.
