My guess would be sixties or early sixties based on the brake levers and saddle. It looks like a plastic unicantor. Thats a nice bike. You'll be wise to reglue or put new tires on. Repack the hubs. As far as I know its pretty hard to get Universal brake hoods for a reasonable price.
