Not a Ciocc expert, by any stretch, but I have ridden them, and like them a lot.
Looks like a repaint, probably SL tubing (an inspection up the BB would confirm). I think the cheaper frame sets had a crimped chainstay? I don't think the fork is an original Ciocc, I'll let others decide what it is, pulling it may tell.
I wouldn't go overboard on it, but I'm a sucker for Italian steel, and if the price was right (Cheap), I'd give it a whirl if the size was right.
That being said, the presumably non-original fork is a turn off, so cheap woould be the operable word.
