if you have to put loctite on your chainring bolts, you're doing something wrong.
get the proper tool, steel bolts, grease, and a torque wrench. install them correctly. you shouldnt have a problem.

best advice you're ever going to get.
I don't personally use a torque wrench... just tighten them down a good deal... never had a problem with steel bolts, I've twisted off a couple alum ones, though.
