There's a very slim chance that it's a budget model Ciocc that wasn't imported (much) and that might explain a different fork and some of the other oddities: like the chrome on just the RH chainstay and the lack of pantographing on anything but the staycaps, and the cable guides. But I think it's more likely choices made for the repaint and a replacement fork (tho likely an Italian one).
