A couple or reasons come to mind: a) makes money on shipping b) doesn't want to wait around for someone to show up who may flake out c) lives in a dicey part of town and/or wants to remain anonymous d) has a normal shipping routine that works and doesn't want to make exceptions.

With all that said, if it was something like a complete bike I'd prefer local pickup. For smaller parts, I'd rather take the package to the shipper on my schedule rather than try to coordinate meeting someone to have them pick it up.
