I would say that the little cuts are normal, especially if you're riding on roads around the central coast. The councils have a habit of neglecting to sweep the verges on any of the arterial roads, so you get all manner of crap there. The little cuts shouldn't pose a problem, but if you're worried about puncturing you could grab a pair of tyre liner inserts (~$15 at your LBS). They don't weigh much and they might stop the odd puncture.
