No, I have to attach it to the same mount point as the fender mounts. I think that may be why my current rack is a little short. No for the chainstays as well, but I also do not have a bridge with a brake mount, so I would need to adjust the third option as well.

That's not mine, but it is exactly the same. I think I might need the third option as well.
