I own them and they collect dust in a corner of my apartment versus some crap formulas.
Phil Woods are nice but they're more of a "oooh look at how much I spent on hubs" versus actually making a difference. I'm pretty sure I'm the same speed I am on formulas that I am on my Phil's.
I used to have them on my beater, but I got tired of being like "Oh man, what if someone steals my wheels" and so forth, it just makes more sense to run crap hubs on a beater.
Honestly I can't really see where you need Phil hubs. Shimano/Miche/Campy/Zipp all make awesome track hubs as is, so using them on the track is overkill and worthless.... Maybe on a cross bike, but most road wheels by Mavic work just fine too.
