There was a company called VIP from Taiwan and they offered a pedal of this type. The marking in the center of the removable plate may shed some light.

Shimano generally puts its name & model number somewhere on its products.

The system looks very much like SPD, but the cleats have a different profile. Neither system interfaces with the other although there is a noise/feel which may give the sensation of clipping in.

The shoe will pull right out.

There should be replacement cleats available but you have to get the specific VIP cleat.
