Mostly yes. Portland is more bike friendly than the surrounding suburbs, but even out here in the suburbs we've got a lot of bike lanes and the vast majority of drivers seem to understand how to drive in the presence of a bike. For road biking, the Willamette Valley area is incredible. The Oregon Coast is very nice for biking too.
