All cassettes/lockrings (7/8/9) I've dealt with are not meant to have a spacer between the outside of the cassette and lockring - the lockring has ridges on the internal surface that is meant to mate with similar ridges on the outside edge of the outermost cog - but putting a spacer between these two surfaces, you negate this engagement, I'd say disabling part of the locking feature of the lockring.
That's not the case with my 10 speed. I've got a spacer on the end, between the lockring and the cassette and it is NOT grooved to latch onto the splines. It's a Xero light hub with a Shimano cassette.
