Well if it is custom or some UCI rule then I do not really give a flying ... about it. If it has some REAL reason then I'd like to know about it.
When I first got bibs I was actually wearing jersey on top of those but pretty soon discovered what happens when the nature calls on a long ride and you urgently have to remove that jersey and it clings to a sweaty skin like crazy.. So those are my "practical reasons" for wearing it this way. As for reaching into back pockets ... Well, my keys, wallet and phone are in a tiny fanny pack so I do not really need those pockets. Almost forgot, I do not shave my legs either.
