Clips and straps, even with a single strap, is better than straps and no clips. Doubles distribute the pressure to the top of your foot better and is more common with brakeless setups because of that reason. They also hold your foot in place much better because the pressure is distributed over a bigger area. Sure clipless is much better but not everyone wants to buy another set of shoes or prefers to wear street shoes while riding their bike, nothing wrong with that.
