Totally wrong picture angle. Here's how to do it. Set the saddle so your foot is horizontal with your leg fully extended at the bottom of the stroke and see how it feels while pedaling. Most people pedal with some heel rise. It only takes a 2-3cm rise of the heel to create the recommended 30 degree bend in the leg at the bottom of the stroke, while pedaling. Static photos are meaningless.

If you raise your heel little while pedaling, then obviously you saddle height will need to be lower. The horixzontal foot with extended leg is just a starting point. You have to figure out what foot angle works for you.
