This does not sound right to me.

I am not a lawyer but it doesn't seem like the government can regulate the brakes or brakelessness of bicycles that are not being ridden on public roads? (eg. track specific bikes that are ridden only at private velodromes)

Does anyone have a link to specifics about this alleged "government regulation"? Linked article is worthless since it lacks any specific details.
