I'm not saying there isn't, but you're in no position to enforce the law. Chances are they weren't racing.

They will get what they deserve, however, and it isn't like you've never broken the speed limit, ran a red light or stop and generally made a decision on the road which could have caused an usafe situation for other users of the road.

I don't condone their actions, FTR.
