I was ticketed in Griffith Park (Southern Cal) for trackstanding then continuing through a stop sign. I was told it isn't considered a complete stop unless you put our foot down. This counts for M/C's as well.
Contest it! There is nothing in the California Vehicle Code that says your foot has to be down.
