Many businesses here have no bike parking. And of those that do, many fail the test of permitting the correct locking technique. Now, the 'best' way to lock is with a u-lock through the rear triangle to the rear wheel, is that right? The old-fashioned vertical bar rack doesn't permit a u-lock through the triangle. Maybe they've installed the correct noodle bar or similar, but it's too close to the building or other obstruction to permit placing the rear triangle through it, again necessitating a cable lock. Not wanting to risk my good bike to a cable cutter, I ride a low $ value bike when I'm taking a trip to one of these places; that is, most anywhere in the city. The 'good' bike is reserved for trips to friends & relatives or pure recreation, where I can keep it in sight. Still, I try to properly lock up even the low $ cheapie (it's a good quality hi-ten bike, it fits me well, and I've put a fair amount of work into it), and that usually means locking to poles and cart racks and the like.
