You're right about that. I had a gal pull out of a parking lot driveway and cut me off. A gal on a scouter saw her cut me off and waved at her to get her attention.

She was talking on a bluetooth enabled cell phone. So to all those people out there who think that talking on a handsfree device lessens the impact of the level of distraction of talking on a cell phone while driving are wrong.

OP ~ thanks for sharing. what speeds were you each traveling at? were you using a rear strobe? were you wearing hi-vis clothing. not trying to make a point just curious.

very curious to hear what road conditions led chris516 to ride on the shoulder. was it a high speed road, chris? more info about the collision.

No, I realize that more likely than not even if she wasn't on a phone that she probably wouldn't have paid anymore attention to what she was doing. She'd probably would have been playing with the radio, changing a CD, etc.
