The City of Boston is being stupid. They could very easily look up the individual in the Massachusetts DMV records. If the cyclist were to not pay the ticket, the City of Boston could put a warrant out for the cyclist's arrest.

This is another example of expecting rights to ride on the road, yet now, a seemingly round-robin excuse to not be accountable within the City of Boston.
