Looking to buy a new bike, but where?

Hey guys!

I'm pretty new to biking and I wanted to buy a bike for commuting as well as just riding around in parks. I honestly have no idea where to start though. Any suggestions would be great! My budget is around $200-300. I know it's not a lot but I'm still trying, haha.
