Is There Something Wrong With My Tires?

I noticed my Continental Town and Country tires seem to be coming apart. Do you all think this is so or is it just the black rubbing off the tire? I have only about 400 miles on them. Sorry for the poor quality photo but it is all I had available at work.

It looks as if it may be rubbing the brake pad. Did you check this?

Yes, that was the first thing I checked. The tires say inflate to a max of 45 pounds. I didn't read this and for most of the tire's life, I was using 60 pounds. The front one also has this same wear but not as bad.

Might just be the break down of the thin coating over the casing cords because of the tire's flex/squishing down under the rider's weight. Is this "wear" even and around the whole tire on both sides? Andy.
