Tire is twisting. What could be the cause of this?

Tire is twisting. What could be the cause of this?
I just noticed that my rear tire is twisting. I have had the same thing happen before. This particualr tire has about 1.2k miles on it. Any idea what might be causing this and how I can correct the problem?

Looks like a casing failure to me. I quit using Maxxis road tires because I had several instances of this in brand new tires. The mounted tires looked fine until you pumped them up to riding pressures... then the casings would deform just like you're seeing.
I'd replace that tire.

Really? While I agree that the casing is damaged and the tire needs instant replacing I sure would not tolerate my tires going bad like this after only 1200 miles. But then I don't buy the super lightweight racing tires for my bikes. Is this sort of early failure, and only 1200 miles IS an early failure in anyone's books, a common thing for the super thin and super light racing tires? I would certainly hope not. I'd say that ditching that brand to go to one with a better reputation for no such failures would be the right thing to do.

In 30 years, I don't think that's ever happened to me (at least never that severely), and I ride my tires down to the cords.

I bought 12 Serfas tires on sale for $10.00
One tire did that when it was pumped to 120 psi and got a cut in the contact area.
They are rated at 130 psi.
So now I only go up to 110 front and 110 rear.
Have 4000 miles on two of them with no problems.

It's a tire quality, and not necessarily a pressure issue. A decent tire should have a reasonable (more than 30% minimum) safety margin for inflation pressure. Inflating a 110psi rated tire to 120psi should not damage the tire. Also, the usual mode of failure is for the tire to blow off the rim, not for a ply to fail causing this kind of twisting.
It is possible that the tire's structure is getting damaged by impact with road hazards while at ultra high pressure.
1.2k miles is very short for tire life, but at $10.00 per 1.2k for a nice light tire, this might actually be a better bargain on a per mile basis.
