Great thanks in advance

Irvan

Depends on what you mean.
Uninstall-and-reuse tend not to work well enough to be worth the effort.
You MIGHT get away with it in a perfectly smooth or tapered steerer.
Uninstall-and-discard happens every now and then.
Usually by drilling out the soft center with the threads first. This causes the "star" washers to separate, at which point they can be tilted upright and pulled out.
The most common approach is probably simply to pound it further down, then to install a new one on top.

depending on the steerer tube, you might be able to just drive it through the tube, out the bottom... i've done this before, several times...

Use a drill. Start with a bit that is barely larger than the hole at the center of the nut (1/4" I believe). If the nut hasn't lost integrity, move one size larger (5/16").

True. Many steerers aren't open at the bottom at all, particularly carbon ones. Also if the bike has cantilever, V-brakes or disc brakes the steerer isn't blocked. That said, an open bottom steerer with caliper brakes is most likely blocked by the caliper bolt.

I , in a bike with a steel steerer, just used force, pulling it up hard * caused the aluminum swaged ring holding the
threaded nut and dished star washer together, to be un onnected, once it came apart, turned the dished stars on edge, and took them out.
* steel washers across the fork tube end, regular bolt , box end wrench , or socket wrench.. the piece that will come apart is aluminum..
NB, some may use steel.. then the drilling out technique is better.. way better if steerer is aluminum..
