Is this fork safe to ride? I'm saying no, but some says it's just the paint peeling...

Here's how you prove it to yourself. Take out the wheel and squeeze the blades together - you'll probably be able to see the crack open up even more.

You nailed it absolutely. Try to break off a blade. Squeeze, pull, pull apart. If it breaks, then don't ride it.

If they did that without damaging the wheel, I'm seriously impressed.

To me, that looks like aluminum corrosion. I have an 05 Tarmac that had a lot of that right around the outside bit of the BB shell, right before those bits started flaking off. I also had a handlebar snap on me. When I examined the break, I saw some of that same white powdery looking stuff. I'm guessing my bars got scratched and corroded leading to failure.
