I didn't get another rear wheel with 130 mm spacing so I went with S2 Duomatic wheel and with some washers. The wheel was again tilted to left. So no bent axle this time.

Next I will get good big level and go through seat tube and down tube. Properly this time.

If you flip the wheel and the offset is still the same then it's not a wheel dish problem. He already did that.

Are the rear dropouts in "middle" when considering bottom bracket? Did you use the string method described here? https://sheldonbrown.com/frame-spacing.html

Did you widen the fork with 2x4" according to Sheldon's instructions or how did you do it?

Are the seatstays straight?
