Check the races on the spindle for pitting. If it is pitted, either replace the spindle or the whole bottom bracket with a cartridge, as others have suggested.

The races appear to be okay but I haven't cleaned them with solvent yet.

Will this crank set mount on any square taper bottom bracket of the right size?

The 'right size' being a JIS taper spindle of the right length and symmetry: Yes.
