12 mph is fast enough to get into trouble. I don't agree that dual-pivot sidepulls are warranted for this bike, but, absolutely, a set of modern brake pads. A must. The o.p. very likely has bike co-ops or bike kitchens in their city. Most, if not all, are set up as 501c3 non-profits and the techs are usually volunteers. You can get a set of not new but 21st Century brake pads and free installation from your local co-op. If you take nothing else away from this thread at least take the tip to look into how bike co-op's operate. Cheers.
