Is this tire safe?

So I have a pair of 26" Continental Town and Country. tires. One of them has some thinning of the sidewall as shown in the second photo. Is this tire safe?

The thin rubber coating doesn't really contribute much to strength.

Bikes: Some silver ones, a red one, a black and orange one, and a few titanium ones

Don’t ride it flat. That’s what causes that kind of marking.
