Sleeved, aluminum handlebar in too small a clamp.

So I have had these Nitto RB021s for awhile now, in a stem with too small a clamp area. I know this is a bad idea, but I was wondering if, since it is a sleeved design will it not matter as much? I've heard some clicking while climbing hills.
