Looks like a hub.

Or a hub-axle that someone inserted antique lamp parts and desk-drawer pull-knobs on.

From the Oring on the one side and the rebate on the other I'd say it's one of the boutique hubs that used a carbon fiber sleeve on the center. It's an oddball though. It's obviosly a rear or a disc front but I don't see anything where a freewheel, track rings or disc flange would mount. Maybe a specialy hub from some other sport? I'd almost say wheelchair but it has a bicycle style axle.

I'm pretty sure it's for a cycle.

Locknut to locknut is 120mm.

The axle is 10mm, so it looks like it's a single speed or fixed gear axle ?

Unless it's for a BMX ?

It's too wide to be a front afaik.

axle has shoulders to fit into sealed bearings, yea I'd say BMX .

no use unless you got the hub it came out of. not anything like a standard part \

made unique to the particular hub.

Thinking about it....it's a 10mm axle, aren't most BMXs larger than that ?

depends on whether It's a Jump off high places on your bike kind of rider.

the Fat axles are needed when the rider has no fear of death, or hospitalization.

too much asymmetry for a track hub, BMX course racers would be a reasonable user..

Now that I see the take apart pictures it's all clear. What you have is just the axle and end seal shields/spacers. The flanged outer shell of the hub itself is off somewhere with spokes and a freewheel or track gear hanging off it.

Most likely the hub is built up into a wheel. This part could be a hub rebuild kit?
