head tube marks

I have seen a few bikes with what seems lik a ring on the heade tubbe about an inch from the bottom. It seems to me that a bearing may have came loose and caused a mrk from rubbing back and forth in the tube ........any info / repair

It doesn't have a direct link to the close-up to which I'm referring.

I'm talkin' 'bout the shot of the headtube, bars & stem, etc, right next to the words "ANGLIRU GALLERY"
