Actually, a little kid's bike is better equipped with a coaster brake. These require only gross motor skills an minimal coordination to use. Brake levers require finer motor skills and great coordination to use safely. Also, most small children do not have enough hand strenght to safely operate brake levers in an emergency stop situation.

Regardless of the type of bike, the brakes or other components, the one essential for all children on a bicycle is a good quality helmet.

I like the old Bell racing helmet add: "If you have a ten dollar head, wear a ten dollar helmet."
