How to remove my steerer fork?

I've got a 1 1/8th threadless headset on a Trek 8500 ZX frame from probably 15 years ago. I've stripped down most of the bike, and now want to remove the fork/steerer. I've already removed the compression preload cap, stem, and spacers, but what looks like a split washer and a ring that might be the top of the bearing race aren't moving with my initial very gentle persuasion. I've attached a photo. How should I remove the washer and ring so I can remove the fork and inspect the headset condition?

If you can't gently pry them up try placing a piece of wood on top of the steerer tube and tapping it with a mallet while someone else supports the frame. Once you have moved the fork downward a few millimeters you should be able to push the fork up exposing the conical shaped centering ring which will facilitate its removal.
