Could be the cable is frayed or needs lube. If it were my bike, I would check this first but you can buy the left and right shifters for less than $20. Plan on rplacing cables too if you are putting on new shifters.

Could be that you snapped the internal cable holder inside the shifter, or you snapped off the clicking mechanism. To see which case, try the following:
1. turn the pedals and shift to the highest gear (i.e. smallest cog).
2. while continuing to turn the pedals, try shifting to the next bigger cog. Does it click now? Does it shift? Does it stay in that position?
If it clicked, shifted and stayed, then good. It's stick working.
If it didn't click, but shifted and stayed, then the clicker is broken.
If it shifted but won't stay, then you broke the ratchet/dog/pawl
If it didn't shift at all, then you broke the cable holder.
Before we go further, we need to clarify whether your "7th gear" means the lowest gear on the grip shift (i.e. gear 1) or do you mean you read "7" on the grip shift? Gear 7 on the grip shift is usually marking the highest gear (i.e. the smallest cog) and it is when the cable slack as at it's greatest. So what do you mean?
If you meant that you were able to shift from smallest cog just 5 times to the 2nd from the largest cog, but it couldn't then get to the next and last cog (i.e. the biggest cog and the lowest gear), then it means you need to set the rear derailleur (RD) limit screw to allow the L-low limit screw to permit the derailleur to continue to pivot in toward the spokes to reach that inner most cog. Be careful because if you do it wrong, it can cause the RD to go into the spokes - not pretty - especially while riding. It can also cause the chain to drop into spokes or spoke guard and chew it up. Not pretty either. Expensive to fix. So don't unscrew the L-limit screw unless you test and re-test and understand that limit setting.

Hi,
Make sure that your derailleur limit screw adjustment is not preventing you from getting into number seven; If it is too tight then you will never get to the relevant gear. Also, make sure that your derailleur cage is not bent and that your hanger is not bent either. Generally make sure by looking at the derailleur in each gear position that both jockey wheels of the cage hang right below the relevant gear and that the chain runs freely through the jockeys. If there is any cage or hanger bending then it will be fairly obvious.
