Can you take a picture of how your brifters are set up on your handlebars? It's possible that the reach is adjusted too short, or that the levers are simply located incorrectly in relation to the bend of the handlebar.

Is it at all possible that the quick releases on the calipers are in the open position?
I also recommend new cables and cable housings and KoolStop salmon colored pads.

All I can say is something is not right, If you have what you say you have and brakes are that bad.
Pictures of the setup and all parts involved would help everyone that is trying to help you.

I really don't think this is the problem. The issue is with his setup, probably just worn out brake pads and/or glazed rim brake surface.
