How the heck do I get this clamp off my anchor bolt?!?!

Bikes: All City Cosmic Stallion, Salsa Colossal, Surly Preamble, 1985 Schwinn High Sierra x3

put a flathead screwdriver between the pieces of the clamp, then rotate the screwdriver. cut the cable off above the clamp and pull it through to the bottom (as it's shown in the pic). i'm assuming the cable goes through the clamp and a hole in the bolt. yes/no?

LoL thanks guys, this was actually for a friend who lives nowhere near me. I had told him to use a flathead screwdriver to free it but wanted some input from others.
