Without knowing more or seeing the fork I would say dump it and get a new one. There are always decent used forks around and good quality new forks go for as little as $80 fo better safe than sorry.

Bikes: 2008 Novara Randonee - love it. Previous bikes:Motobecane Mirage, 1972 Moto Grand Jubilee (my fave), Jackson Rake 16, 1983 C'dale ST500.
Don't bother trying - you need a lot of leverage and specialized tools to straighten it and to tell if it's straight in all aspects.
Note: The fork crown should be mounted in padded vise jaws if one needs to really twist on a frozen stem.
