7 Speed Shifter Problems

I have Shimano 7 Speed Light Action SIS shifters. The front is friction triple. For some reason even if I tighten the front shifter bolt as tight as I can by hand the front derailleur spring moves the shifter on it's own. Any suggestons?

Bikes: '96 Litespeed Catalyst, '05 Litespeed Firenze, '06 Litespeed Tuscany, '20 Surly Midnight Special, All are 3x10. It is hilly around here!

Are these downtube shifters? If so, perhaps the mounting bolt is slightly too long and bottoming in the boss' threads before getting tight enough. Or you left out a spacer washer somewhere.

Yes, they are downtube shifters. I hadn't even thought of that. I just rebuilt the bike after getting S&S couplers put on the frame. Thank you!
