Would this VO crank work with this FD?
Crank set:

Front Derailleur:

on a Soma ES:

FAQ: Front derailleur: 28.6mm, bottom pull
I'm not sure what that part on the FAQ means.

Regarding the FD/crank compatibility, I suggest contacting the folks at VO since they're the designer/mfr.
As to the Soma FAQ comment: That indicates (1) the frame has a seat tube with 28.6mm diameter and requires a FD with a matching size clamp, and (2) the cable routing to the FD is from under the bottom bracket, as is common with road frames.

As long as you're using a clamp-on FD, you should be able to mount the one in your first link in a good position to work. A braze-on FD might not be adjustable enough.
