No that chain is for a 10 speed bike so it's slightly the wrong size. Any KMC 1/8th chain like a Z510, or a slightly more expensive Z410RB will do him just great. And they are cheap enough to keep a spare for race day.

My son, who is 32lbs, rides the KMC X10SL. We did change out his chainring and cog, however. In terms of strength, I use the X10SL on my cross country MTB, and there's no way a 12 year old is going to break it.

Full Bushing chains are stringer.. look for chains where the pins stick out the sides of the side plates (Not near flush*)
and the side plates are taller than the rollers, not level with them* .. * those are derailleur chains.
that means an 8th " wide chain these days..
NB: anything meeting NJS/ Keirin, standards, as in track chains , are strong enough for adult sprinters..
