What's a realistic price I should pay for the below bike? Would $200 Canadian be too much?

This is a fairly low end model in good but slightly neglected condition, some surface rust on most of the components, well likely need a full servicing and some new consumables. In most US markets this would be $100-125 bike, in CAD considering the very pricey Toronto market $200 is a bit high but not unreasonable about the top of the price range.

That would be easy to convert to upright handlebars. It's already got stem shifters so, all you need are new handlebars, brake levers &, cables. It's a pretty bike. But, not very valuable. Would have to be a hot market or a bike shop to get $200 for that. On a P2P basis it would sell for about $125 around here.
