If you post detailed pictures of the bike and frame highlights we may be able to help identify it. If you figure out the bottom bracket threading you can then guess which country it came from (English, French, Italian, etc.)

You can be sure it's a very large maker, since 1) There are many numbers & letters in the code. 2) The serial is stamped neatly and at uniform depth. 3) The serial number looks like it was stamped in it's entirety by machine.

Yamaguchi Sports Frames, Sakai Japan.
The letter "Y" is for Yamaguchi, the number "3" is for the manufacture year 1983, and "G" fot the month of July.
The "C" is probably a mis-stamped "0" which seemed to happen not too infrequently.
I have seen Yamaguchi frames from the early 1970s and into the 1980s.
Yamaguchi made frames for several brand names including Norco, BRC, and several smaller Canadian brand names. Of the USA brands I have seen Sekai and Silver Eagle.
