I'd guess it's a Trek from the early 80's.

ok , i went to the vintage trek site and it says all treks have trek embossed somewhere on the frame except the TX900 , which this frame is not .

Vintage Trek Gallery - Kevin Maher's 1978 Trek 530 Steel Road Bike and Another Look-alike

https://www.vintage-trek.com/TrekBrochure1982.htm the 412 could fit the bill

Another idea: could there have been damage to the rear dropouts, which prompted someone to repair and repaint, leaving the trek embossed nowhere? Also could this be a late Ishiwata/O22? At the end of the period of these models the Ishiwata was dropped.

bigredkevbot , thanks for the links
i looked at the trek links and like i said they all have trek on the frame somewhere
the ebay bike ive seen before and its not the same
maybe we need to start a list of manufacturers that didnt have serial numbers on their bikes
n stuff
oh and theres no indication of any repairs on this frame
