Mystery Frame ID

I am wondering about this frame, very light, front wheel has Campagnolo hub, cranke, and frame no markings , RD is Shimano 600, handle bar Mavic, France. Looks like tha paint has been stripped, bushed steel look??? any idea?

It looks like a chromed track frame, from where I'm sitting. But it's hard to judge from these pictures. More, and preferably bigger pictures are needed, I'm afraid. It looks interesting enough.

It has a MAVIC Comte de Coucy handlebar, very cool with the engraved blazon.
