is that head-tube logo a decal or handpainted? looks like paint to me as well as the World Champ stripes...interesting frame, similar to several FR brands but nothing 100%...Chas will certainly have some insight once he checks in! Seems a little "Gitane-ish" with the Simplex DOs and ends and the stay eyes, but no centerpull hanger residue on the rear seatstays?
It it supposedly did the Bikecentinnial in '76, so, if true we're looking that age or older. Paint looks very old. Still searching for numbers or clues.

The fork crown is a match. So, that's probably what the bike is, what Chas. says.

No idea of what or why the logo. The owner is no longer with us. Going back for more stuff Monday, so I'll try to get more of the story.

Those "Aztec" lugs are distinctly Peugeot, but they're only found on lower-end models like the AO-8 and UO-8. Higher-end Peugeots were often built with lugs by makers like Nervex or Bocama, and those lugs weren't exclusive to Peugeot.

Put some tires and tubes on her and lubed up what needs oil and took her for a spin. Sweet ride, everything works, definitely needs brake adjustment. Going to do a clean and lube on the head and bottom, freewheel, etc. before any miles on her. Not changing anything about the way she looks, even the old handlebar tape (dirty white cotton).

Might be worth measuring the OD in mm of the seat and top tubes, which would tell you a little more.
The stem - 'potence' in French - looks like a Belleri.
My hunch is it's not a Peugeot/Gitane/Mercier. Motobecane? Could be.
The paint under the BB looks like a thick refinish, which will be hiding any s/n clues it might have.
I wouldn't ride it until I'd cleaned and regreased all bearings - 30+ year-old grease is shot.
